He's planning to retake the canal? It would hamper China and it's impact in region but imperialism part 2 won't go well.

But there's bound to be a counter plan from those countries most affected by it. His strategists will have to weigh up the pros and cons.

I'm not even sure Panama would be inclines to take that deal. Imagine if China offered the same deal, it would start a crisis
