I always thought of it as the fab equivalent of “sure, I’ll let you go” and finishing a conversation politely but seemingly others use it in much more aggressive way!

I don't think most people use it in an aggressive way.

I do think some people like to be offended though and take lots of things as being passive aggressive even when it isn't intended.
