what exactley is dogging?is it just shagging in a car in a private place or shaggin in a car so ppl can watch in a public place?

More second thing you said, its public and can involve a couple invited others to just watch or join in.

I think the fact it's minus 2 out there tonight might have something to do with it

I may be wrong, but I assumed dogging was done in the warmer months when there was less chance of freezing your bits off

I wasnt being specific to just last nite but get your point with regard to the weather.
