Think they mean the blue tablet was originally developed to fight heart disease ...the harder erection was a side effect

Oh yes. That happens all the time. Drugs are found to have uses that they weren't originally designed for. Viagra is a vasiodilator which means they open up (dilate) blood vessels. Including the ones in your knob. More blood means better hardon. That's the reason many people also get red faces as more blood rushes to the head.
