If you are extremely hairy then, it's probably best to use a hair trimmer for the initial deforestation. I prefer to very gently wet shave the remaining stubble. Once it's done, a quick wet shave one a week should be sufficient to keep those balls silky smooth.

I usually trim first with a Number 1 so that leaves a very short stubble without the risk of nicks. Then be generous with the shaving gel and rinse off the razor often to keep the skin wet. I use an ordinary disposable razor and it works fine for me.

I'm not that hairy but do use the electric shaver first then the normal mach 3 razor for smooth finish
