Cultural appropriatuon only applies to minorities. When a community is recognised as a minority, then their culture is afforded a level of protection that other cultures aren't (because non-minoroty cultures don't need protection in the first place).
Appropriation comes into play when people who are not from a particular minority use that minorities culture inappropriately. For example, wearing an native American headdress for Halloween. The symbol of that headdress is taking extremely seriously by that culture and its people. As they are a minority and their culture is protected, it shouldn't be used for fun by people outside the community.
To go ahead and use it anyway displays
1. A lack of understanding and awareness
2. A lack of respect of the minority
3. A lack of empathy for people in minority groups
4. A belief that you, as a white person, have some kind of entitlement to do whatever you like and nobody can stop you
People who talk about cultural appropriation don't lack a sense of humour, as so many people say. They simply understand that there are plenty of ways to be funny as fuck that don't involve dispecting minority communities or their heritage. If you can't find a way to be funny without doing this, I'd suggest you're actually not funny at all and are probably just very unintelligent. 
In this case with the Irish dancing, I don't think it counts as cultural appropriatuon since Irish people aren't a minority! Some people are just dopes, SJW or not!  | |||

No. Culture is shaped solely on experience. That means that different groups of people have different cultures, based on their unique shared history.
