She's 100% looking for rent free living. I don't know anyone who'd leave thongs on a door handle and I've lived in house full of girls all my life... Scummy thing to do. Shes giving you the signals she wants you to make next move. Unless you want a messy tenant situation on your hands when things go wrong then I'd collect the undies up and leave them outside her bedroom door with a post it note (after you've sniffed them obviously)
