What is the point of "No public photos" message filter if people who have friends only pictures can still message?

I've created my single's profile yesterday and set that filter on right away. A few hours later got a message from a man who has friends only pictures. He said he did not need to make any pictures public to be able to message me. I have no reason not to believe him as been chatting with him on another website for a while now.

As friends only pictures are not public we've been sending everyone who messaged having only those to the block list thinking they've been bypassing the filter. Turns out they weren't.

The filter only works if they have no public AND no friends only pics but it's not mentioned on the filter description causing unnecessary upsets between people.

I have that filter on and get messaged from guys with absolutely no pictures on fairly regularly, they just show a pic message then hide it straight away! Just one of those things, I message them back and say I don't chat to people without pics as I have them on my profile (when it's unhidden)

Yes, I know some are bypassing the filter and have seen it happen. It's not the case in this instance.
