Some people use the hotlist as a not list.

It allows people to keep an eye on who they want to avoid, or keep an eye on the company they keep.

It’s an appalling idea. People use hotlists for all sorts of reasons (as other threads have explored to death). The simple answer is that everyone should have the option of running their account as they wish, without fear of anyone looking over their shoulder.
