Blocked no public images yet....

I've blocked people with no public photos from messaging yet I still get them.

Why is this?

They make a picture they already have public, hit send, then make it private/ friends again.

It's very annoying.

I'm still getting mail from people with no public images.

I asked one if he had put a pic in public and he knew nothing about doing that.

Does this mean the filters don't work?

Maybe they put them in private which doesn't show up on a profile.
