If the abuse is in message-form - there's a 'REPORT' button on every message.

If the abuse happens in a chatroom - you can use the 'REPORT USEER' from the offender's profile [Menu on left hand side of profile - even if they have blocked you].

If the abuse is on the Forum - there's a 'REPORT' button on every post [right hand side].
