Can you amend the wording of a veri that you've given if you're not a paid subscriber. Not cancel completely, just amend?

Nope. You can't delete it either.

The only way to get rid of it is to block the person then no one can see it

You can do a new veri though.

Depends on the reason you want to amend it!

If the person you veried is agreeable to the change they can hide the original one and display the newer one.
