Mrssage notifations for samsung

Is anyone else having problems with the notifcations for samsung. I have tryed to enable but wont switch on

I am, my notifications somehow turned to off and no matter what settings i change on my phone i can not activate it back to on.

My partner has a samsung also and his phone is receiving perfectly fine, so completely baffled as to why it's just my phone?
