You can't. You need to be meet or cam verified in order to verify someone.

If the person you met is verified, they will need to verify you before you can do it in return.

Did they have verifications, one unverified account can't verify another. Also if you were using the same computer it won't accept the verification as it will be coming from the same ip address.

You Dont Need to Know, right now

Also, if you're outside their filters or they're outside your filters, the verification won't go through.
