I've texted swing twice to the number and still not received a text. And ideas why i now can't upgrade?

on the desktop site its at the bottom of the page on the blue ribbon. On the mobile site its at the bottom on the black ribbon.

It says if you haven't had a text back then you shouldn't have been charged. Haven't checked yet and that's the info I got from using the contact button
