Can I only verify if I've been verified? What if the person I want to verify from a meet last night is also not verified?

one of you can go one cam and ask for a cam veri in the chat rooms on here. then that person can meet verify the other and they can meet veri you back.

men can be cam verified, the rules just need updating to reflect that (in case anyone starts with that).
