Why can't I verify someone..?

As far as I can tell I am fully verified apart from by another person... I've had a couple of meets now but it when I try o verify them it says I have to be verified myself before I can do this... any help much appreciated

The the thing she tried but a I ha e just found out, by digging a lot further... the other person has to be verified by a different person again.

You are only photo verified you gave to be meet verified to verify someone else
