I dont have any filters on my account, he doesnt either, yes used same wifi was sitting beside him while verifying him but he wasnt getting the green bar on his home page saying new verification

That's why then it's to prevent fake veri's but often prevents genuine ones to these days

FAQs state that anyone sharing wifi can't verify each other.
