In what context? Usually it's a formatting error for the ampersand (&) and displays amp instead of &.

I believe its normally a badly formatted ampersand, or other such character, most probably done via mobile which supports a different character set from the website.

I.E., someone attempts to type "&" and it doesn't come out right.

It is a glitch.

Sometimes typing an ampersand -&- it will come up amp.

It isn't a new sexual position or fetish it is purely a site glitch.
