Is this a wink you already received? If so, it usually means the Winker has deleted their profile [Or Admin have].

You can't. You have to be meet verified yourself before you can do so.

You could try to meet someone already verified, go on cam and ask if anyone will do so, or if the other person is verified already ask them to do one for you first and then you can give one back.

Have you asked directly if he has not received...? Or is it just not showing yet because he hasn't been on?

Yes I've asked him..doesn't it usually show up the same day?
