Messages with no public profile pics

Although I have set my mail settings to state I do NOT want messages from anyone who does not have a public profile photo, I am still getting messages from guys with no photo or photos are 'friends only'

Why is this?

Sometimes they make pictures public so they can message then make them private again

Have you actually set ur filters so people are blocked or just said as a preference? Maybe these people you have spoke to before?

It seems to be working ok now I've just tried to message you to see and it won't let me

Avatars also count as public pitures

Any one who messaged before the filter was applied, will also be able to message

I have set them as filters and i haven't spoken to them before. Hence why I wondered.
