How do I report someone who makes "definite" arrangements to meet, then doesn't turn up and blocks me so I can't report them on their profile?

Go to their profile page even though they have blocked you, blue menu on the left, link saying Report User

You can still report the profile. If you know the name, go to their profile and it should still give you an option to report, or if you have any messages from them in your inbox report from there.
