When you received the message from admin it usually gives a time period on it. Otherwise contact admin directly and ask using the contact button.

I am guessing it is a ban on sending messages...it is normally lifted after two hours

As said above, you will have got a message from Admin as to why

You don't always get a mail from Admin on a chat ban. So if you check your mails first, then if you hadn't recieved one ask Admin from the CONTACT button to review.
