Blocked user that isn't

If I have a fellow user that I want to contact and they are blocked, but both parties (Through a 3rd party) maintain that they aren't, how do we fix that?

I've checked all my settings and they are fine and I don't have any blocked users?

Admin could have blocked both yous for some reason, contact them through contact button
