Message Filter Question

Hiya!!

Some help would be appreciated. We have a filter on to stop people without public pictures from being able to message us. But people without public pics still message us all the time, including people who have not messaged before. Can someone explain why they are able to do so?

I think it's probably that they have had pic's in public at some time and have since moved to private or removed them.
