I am on someone's hotlist so if I block them can they continue to see any new public pics I upload ? Or do I need to keep my pics private ?

No they can,t once you block them they cannot see your full profile

The only way they can see any new pics you post is if they happen to see them on the new pics pages before they drop off the bottom.
