how come only certain people that you can pm, and some others unable to pm you?

Right hand side of the screen on the desktop site there is a drop down box just above the list of chatrooms - people can select to receive PMs from no-one, everyone or friends only.

I dont know about the mobile site sorry because I dont use it.
