Can't post a verification

I have been trying to send a verification for my friends profile but it doesn't work. It says "your verification has been saved" but he has nothing on his profile and he is still not verified :/

Has anyone got any idea why?

Could it be because you're trying to do it from accounts that are using the same IP address?

Also, if he's outside of your filters (or you're outside of his filters), the verification won't go through.
