Admin - Irish supporters question

Just wondering - I had a mail from an irish user, he said he can't upgrade by credit card as he isn't on the site long enough. How long do irish members need to be on the site before they can upgrade?

Should be two weeks.

We have the limit because we actually want people to be comfortable and happy with the site before they upgrade by card because it's for slightly longer than by text.
