How come people with no public photos are still able to message me when I have set my filters to not have people message me with no public pictures??

Do they have a pic as an avatar?

That also counts as having a public pic, even if they have no other pics in their galleries

They could make a photo public message you then hide the pic again... some people do anything to get round filters
