message filters

How does the message filters work when there is a conflict? Ie block non verified but allow newbies, it is unlikely that a newbie would be verified. I know they can get photo verified but most newbies tend to have a browse round first and forget to get verified, so on that, would they be blocked from messaging?

Some newbies are told about the site by friends of theirs so they get verified very quickly.

I've done this for people I know.

And I had a meet within 24hrs of joining the site so got verified really quickly.
