can't message someone

Hi I'm getting age blocked when replying to message I don't believe I haven't messaged then before

If you're replying to a message then filters don't apply, so if the person has people of your age filtered it doesn't matter, you would be able to reply.

Perhaps you've been blocked since they mailed you, but that would not be age filtered.
