I understand the reasons behind setting age limits on your profile. Is there anyway to say hi to someone when you are just outside thier range.

If its says Only after the age range no you can not message them

No,because then there would be no point in setting age filters if people could bypass them

No...what would be the point? If they set a filter then their age limit is set in stone which means they're not interested in you...why would you disrespect their wishes?

As said above, no you can't, as they have set their preferences for good reason on who may contact them, however you could put a fab on one of their pictures, ( if they are public ) - they may, or may not check the fabs on their pictures and may contact you after that...good luck
