Manual Blocking does not work

Help please!

Please advise how one goes about blocking someone manually who has previously messaged him/her?

Tried the Block page by typing in the username, and it did not work.

Tried "Delete and Block", did not work.

Many thanks for your help in advance.

Tried that, did not work, as the user has already blocked on his/her side.

Would like to be able to block on my side so that the user cannot unblock, send a message, then re-block afterwards!

Nope, "Block User" link not available on the left hand side of the user's profile as it is hidden and I am blocked.

I managed to block manually. However, I know of another person who can't, hence my query. Thanks!
