Option to not receive msgs from peeps with no public picture but still getting msgs

If you didn't get that, what I meant to say was:

We have the option selected 'not' to receive messages from people without a public picture, but we are still getting people sending us messages that do not have a picture of their profile.

Is this a bug? Or is it something only available to paid subscribers?

They make a pic public.. mail you and then remove the pic again.

Also an avatar withno actual public pics counts to bypass this filter.. It's a pointless filter tbh
