Does anyone know why it won’t allow me to send a private pic to someone

Could be a few things. It wouldn't let me do anything on here till I got photo verification from admin. There are still things that get rejected like doing a tribute video to someone else's video. I can do a tribute video to a picture and have, but it just won't let me video a video.

Tribute pics and vids are against the rules, you cannot have pics of other people in your own pics or vids
