Yes they can. But it is a banning offence if they try to use the forum to get around a block.

They can't see you in chat though.

yes skull hun cos i blocked by ppl and they answer my forum posts lol but no can see cam or chat love

Just to clarify...people are allowed to answer general posts even if you have them blocked or they have you blocked.

What you are not allowed to do is try and contact them through the forum asking/hinting for them to unblock you or complaining that they have blocked you etc
