what or who are a moderater ,and how do you block them or report them?

There are chat mods and forum mods , they here to make sure the site rules are not broken. Not sure why you would want to block them they do a fantastic job keeping.

Chat mods have a * against their name in the chat room only

Forum mods are only learned over time

Yes you can report them same as anyone else, they are after all human and make errors as well
