Cannot categorise photos which were Private but are now public

I uploaded some photos and initially categorised as Private while I checked with my lover if he was ok to publish.

Then I changed to Friends only, and now I have set a couple of them to public.

But I cannot categorise them, so anyone looking for my type of fun won't find them.

I thought maybe there was a temporary issue yesterday, but the problem persists today.
