Have the photos settings changed

In a place not far from Exeter

Mine won't let me upload one from my gallery only take a live one so to speak. Have the settings changed?

When i go to upload i click pick file and it gives me 3 options camera, camera camcorder, and media picker, i click that one and click on gallery then choose which pic
