You can try messaging admin but if you already have and they haven't replied then it is probably permanent.

Naming and shaming isn't allowed because it's one person's word against another's. Anyone could say someone was a timewaster just because they'd been turned down.

Normally if you hear nothing back then assume the ban will remain.
