Who's near Vs who's near ON

What's the difference between"who's near" and "who's near ON"?

I know what it should mean, the 2nd one should only list those who are online. But I get the same list for both.

Where it says who's near ON is just the button to turn the who's near option on and off.

There is only one who's near list.
