Hi how do you unblock someone who doesn't appear on the block list because the profile has gone off the block page?

If you know their profile name, copy the URL for your profile into a new page, replace you profile name with theirs, then unblock via the pull down on the right side on the mobile site or from the list of the left for the desktop site.

If you don't know their profile name, then it's tricky
