Why am I still getting messages from profiles with no profile pic displayed when I've blocked them?

Users have probably temporarily enabled a public pic, sent some messages to those with "public pics as requirement for contact", then hidden their public picture(s). Unfortunately it's an aspect of the filters that is very easy to circumvent.
