We have met a couple who are verified and we are verified but can't leave a verification ? Help ?

You have a PV, you have to be verified by other users to be able to verify someone.

I've met someone but neither of us are verified so how can we verify each other?

One of you needs to be verified in order to verify the other person. Your best bet is for the female to get verified by another member e.g. on cam.

You're not verified, you're photo verified.

If the other couple are verified by other users already ask them to verify you first, then you'll be able to return the verification.

You can't verify amyone until you're verified by another user. Photo verification is separate.

If the other couple are only photo-verified too, then neither of you can verify the other. You need to be verified by others to do that, it's a "web of trust" system. The best idea is to attend a local social, or arrange a meet with someone who is verified.
