When in Chat there is no private message, poke, or block text under our profile name therefore other users are not able to PM us in chat, other users say when they tried to click on us, it said we are not site members....any ideas anyone thanks...

You won't see the poke/PM etc under your name, you will only see it under other chatters names.

Check that you are allowing PM's from the right hand side of the screen.
