I want to ask this too, I sent the photo and my username on a piece of paper yesterday evening and haven’t heard anything yet.

You need to be meet/cam verified (the green tick) before you can verifiy anyone, photo verification is a completely different thing

I had to try 4 photos before getting verified. The profile name and website were crystal clear in the photos, but we’re too blurred to read once loaded up to the site. I assume that’s why it sat there without being verified. I submitted an extra bold text version in the end which went through. May be worth checking the photo as loaded up.

There is no contact link at the bottom of the page if it is stuck on the photo verify page.

Simple solution - if the person you met is verified get them to verify you first and then you are good to go. If they won't verify you then guess you have a problem Or are they just photo verified as well and not meet or webcam verified?
