Message Block?

Hello. I can’t seem to respond to messages. I get red text saying to try again in a couple of hours when the block would of been lifted. This is very annoying as I am trying to send messages. I am not sure that I have breached any rules or anything. Please could someone take a look at this and tell me why it’s happening
