I've had some naughty fun away from the sight on a private video call.. When I try to verify them it won't let me as only verified users can access it.. How can I verify this person??

You can't

Only those already verified can leave verifications for others.

Think about it. If anyone could leave verifications, the system would be meaningless.

Also, a cam veri should only be left for those who you have interacted with in the fab chat rooms, not for skype calls or other video messaging apps.
