A friend who used to be on FAB but left has rejoined FAB with a new account. I tried to verify them but the verification never shows up in their account. Is there a delay period or something where new accounts have to wait. I know new accounts can't post to forums until they have been a member for 14 days

Verifications we try to leave for another user aren't being saved

If you're trying to verify another account that you have created yourself or you're trying to verify someone who is using the same PC as yourself, or you're on the same internet connection, then the verification won't be recorded. We do this to stop people creating fake accounts and verifying them themselves.

I also thought that new verifications were not being added as we should not be meeting during the pandemic.

I’m not sure if you can leave a webcam verification at the minute.
